Caps lock for 'compose' and Capslock.

Hi;
I am trying to set up the following, any suggestions would be helpful.

Change CapsLock key to be the 'compose' key. That I can do easily
through the 'Region and Language' set up.  But then I would like to make
Shft+CapsLock = traditional Caps Lock. Or any facsimile of the above.
