Writing scripts for Gnome 3.

What is the best way to go about writing scripts for Gnome 3 ? Where
would I look for Gnome 3 commands to incorporate in a script ? How
would I go about requesting a fairly complex enhancement? I don't think
what I have in mind would be appropriate for a bugzilla request.
