19, 29, 39, 49, 59, 69, 79, and 89 each have one digit "9".
90, 91, 92, 93, 94, 95, 96, 97, and 98 each also have one
digit "9".  99 has two digits "9".  So it's 19.

It's not asking how many times the actual number 9 appears.
It's asking how many times the digit 9 appears as part of
a number.
