Dragging Document Onto Program Icon

Hi.  Is there any facility in GNOME for dragging a document icon onto a
program icon -- and having the filename be passed as a command-line
argument?  In particular, I'd like to be able to drop a file onto an
executable jar file.

I'm not concerned with application-level drag and drop, but perhaps
that's what I need to use if GNOME doesn't support this.
