Gnome focus stealing prevention causing a problem

Using Gnome 2.16.0 on Fedora rawhide and having an issue with an VOIP app
that pops up an "accept call" window when a new connection arrives.
Unfortunately the window only flashes briefly and then is pushed behind
all the other windows by Gnome.

Since this modal popup window doesn't appear on the task bar, the only
way to find it is to start closing all the other open apps. Usually
though, that can't be done fast enough before it's already closed
and i've missed the call.

Is there any way to shut off this Gnome feature so that using this
application is easier?
