Recovering from the loss of an 'applications menu' panel

Platform: sparc solaris 8 sun gnome 2.0 distribution
Occasionally a user accidentally deletes the panel on which the
Applications and Actions menu are located.
Right now, the only option I know of in response to this is to
delete all gnome customizations and starting again.
Is there a better solution - some command that can be issued to
recreate the menu?
