Gnome 2.4 and annoying title bar on the panel

I reinstalled Gnome to using Debian apt-get (unsable).

after doing so, the panels that I use to anchor
application launchers on have title bars with the
title "Top Expanded Edge Panel"

this is just a small strip panel on top and the title
bar takes about 1/3 of the space.

and what is faulty about it is that when I configure
the panel to Auto-Hide, the title bar is the only
thing that is automatically hidden/shown.

can some one tell me what I need to do to get rid of
this title bar that seems so oddly out of place ? 
almost like a bug.
