Logout dialog problem in Redhat 9.0

I upgraded RH 8.0 to 9.0. I have a peculiar problem with the logout dialog.

When I login as user, the dialog id fine, with the captions (Logout,
shutdown, restart) next to the respective radio buttons.

But when I login as a user, the dialog box has not captions at all, just a
funny callout balloon on top, with a question mark and 3 radio buttons with
no captions. I am unable to capture a screenshot of the dialog. The radio
buttons do their respective tasks (logout, shutdown, restart) but I have to
remember which button does what.

Any help to fix this would be appreciated

Thanks
Manish
