GConf Confiure Error

All,

I have been trying to get GConf-2.4.0.1 compiled and I am getting hosed
during the configure.  Below is the error that I am getting:

checking for poptGetArg in -lpopt... no
checking popt.h usability... no
checking popt.h presence... no
checking for popt.h... no
configure: error:
*** Couldn't find popt. Please download and install from
*** ftp://ftp.rpm.org/pub/rpm/dist/rpm-4.0.x/ and try again.


I have popt installed from the ports collection on FreeBSD 5.1 but I am
still getting no where.  I think it is a path error but not 100% sure. 
Any help would be greatly appreciated.   Thanks in advance.
