what happen to inlinepixbufs.h?

gnome-panel cvs has dependency on inlinepixbufs.h,
was in libwnck but no more.
but nothing mentioned in libwnck/ChangeLog and gnome-panel/ChangeLog.
I suspect each package is responsible for creation of the file, now.
right?
why do we have no comment on this change, causing breakage of dependency?
