After logging out and before logging in again did you do shutdown both
the gconfds from Gnome 1.4 and/or 2.0.x?

On the console:
gconftool-1 --shutdown
gconftool-2 --shutdown

Because, you mentioned that it works for a new user (who has no gconfd
running by definition). While the gconfds of existing users who were
logged in using Gnome keep running after logout, and may interfere.
