GtkHTML suggestion

Where is the place to express my views on gtkhtml? I have looked but
have not found. Specifically, I want to suggest a framebuffer for image
animations. An example would be to view http://fdimage.sf.net/anim.gif
in your browser then in gtkhtml. GtkHTML will draw each frame as a
collection of prior frames, and this is slow even on my uber box.
