Not a clue. It starts quickly for me.

Try metacity in strace or the like, perhaps, and see what it's up to. 
Or set METACITY_VERBOSE=1 METACITY_USE_LOGFILE=1 METACITY_DEBUG=1 
in the environment and look at the logfile in /tmp for clues.
