As an aside, you really should file these kind of things in bugzilla,
or they just get lost.

You can't. 

Sounds to me like you would like Sawfish more - you should go ahead
and use it if so. The purpose of Metacity is to be dead simple.  You
shouldn't use it if you are into customization.

Yes, it's Metacity. No you can't disable it.

Sounds like it's just a bug of some kind. Put it in bugzilla against
"libwnck"

No. there's a one-line change to the code to snapshot the desktop
backgrounds, but no thumbnail feature.

galeon can move because it's too large to fit entirely within the
panel area, so it's allowed to move enough to get the bottom out from
under the bottom panels.

This is a panel issue, it might consider not setting the strut hint in
that case.

That's kind of an unfortunate implementation accident. It's a bug but
tricky to fix.
