It's a Ximian thing I'm afraid. At least by default anyway. If you
look at Sawfish > Workspace Configuration, you'll notice that you've
actually only got a *single* workspace, but with six columns and one
row. This means, the workspaces in the pager aren't additional
workspaces, but just horizontal extensions to the very workspace you're
using. Ximian presumably did this so you can slide windows into the
next (non) workspace with the mouse. Maybe not? It just seems
plausible at the moment.
Sorry, this is a really convoluted explanation. If you check the
Sawfish > Workspace Config capplet, it will all become clear. If you
increase the workspaces to four, and decrease the columns to one, then
you'll be able to switch between workspaces as you could with Red Hat.
I prefer RH7.2/Gnome(hide) to Ximian (it's a better implementation IMO)
and I rather liked the Ximian desktop pager configuration. It was
hellish to setup, because you have to restart X to get the pager to
recognize the 'extended workspace' properly.
