What do you mean by "another directory" ? an other directory than 
~user/.gnome-desktop ? I understood that icons are only something.desktop 
text files describing that something to run !? I simply wanted to 
centralize for every user those icon files . 

If it is not possible in the desktop, would it be in the panel ?
The only way I found to "centralize" things for all users is in 
/usr/share/gnome/apps/Applications/, but that menu is very less visible 
than direct icons on the desktop or on the pannel, I could'nt even move my 
centralized personnal menu in the top menu, it has to be in the apps 
(appearing as "Programs") submenu . 
For now, I find the gnome menu/icons management 
very limitative in large institution where thousands of users log on 
shared machines. 
I remember for example the possibility with fvwm to give all 
users on the machine a standard fvwm conf file . Is this possibility 
unavailable on gnome ?. I don't want to duplicate icons file on every 
user homedir/.gnome-desktop !, as I stated above it would be a waste of 
space disk, time, and what if I want to change/add/delete icons !.
