Q: How does one add entries to the "Actions" menu

I'm trying to add "Power Off" and "Reboot" entries to the Actions menu
to make it easy for people on single user PCs to simply switch off when
they want to end a session. But I can't figure out how to write a
shutdown.desktop entry. I've tried this

[Desktop Entry]
Name=Power Off
Exec=halt
Icon=no.xpm
Terminal=0
Type=Application
Categories=Actions;Core;

Which puts the "Power Off" entry in the Applications menu. That's OK,
but I'd like it to be under Actions.
