keyboard control of pager

I'm running RH 1.7 + Gnome 1.4, using the Enlightenment desktop. 

Gnome's pager works with mouseclicks, but not with keyboard inputs
(Alt-FN). Nothing happens. 

My sense is that the gnome pager should by default accept keyboard
inputs such as Alt-F4 to go to the fourth desktop, and so I need to
debug it.  

Although I assume the necessary keybindings are present, where are the
keyboard bindings set? Where is the gnome keybindings configuration
file? How do I see the keybindings output?
