It is a problem with the default config, it should take two, close and
open, not three (focus). At least that is what people normally expect
(click to focus and click passed to app). Also it happens with window
buttons, two clicks instead of one.
Should be fixed in next releases of Ximian packages, if not fill a bug
report. If you want the solution now, check Sawfish archives, it has
been posted some (too many?) times. It is about the settings of
bindings for buttons and titles, as well as the click passed to app
option.
