The help browser

Whenever I click on the help icon on the panel, the help browser comes
up, but when I click on; GNOME User's Guide, i get the error:

ghelp:gnome-users-guide

You probably don't have 
this documentation installed
on your system.
#########################

Well I do have the documentation on the system and I have the path 
set in the configuration, but I still keep getting the same error.

Any help?
