I agree with you. My primary interest in writing gnome-vim was to work
with current versions of Evo without requiring huge changes to it, and
since it currently only supports GtkHTML that's what I implemented. It
would not be difficult for gnome-vim to implement multiple interfaces.
I just got an email from Ettore (evo developer) and he said that Evolution
should also support a non-HTML-specific (i.e. text) interface which
editors can more easily implement.

I've never tried it, but I will check it out.
The "grand vision" as I see it would be to have a place in the gnome control
center where you can choose a favourite html-editor and a favourite text
editor. Any interested apps can look up this information and use the
corresponding components.

He seems to have a similar project to mine. I'd like to talk with him
and see if we can merge projects or otherwise work together to make "pluggable
editors" a reality.
