gnome-libs-1.4.1.1 and libart_lgpl

Why in source tar ball with gnome-libs 1.4.1.1 is included libart_lgpl
tree ? Is not will be better add only checking in libart_lgpl
development files are installed in system resources and compile with this ?
Why isn't possible now to compile gnome-libs without libart_lgpl support ?
