On Debian, the headers are broken out into separate packages whose names
ends in "-dev".
The ones of most interest to you are probably libgtk1.2-dev and
libgnome-dev. Other useful ones are libart-dev, libgnomeprint-dev,
libbonobo-dev, libxml-dev...
