Evolution: GnomeAppLib

Ok, this one's got me buggered.  When I attempt to run the configure
script for evolution 0.9 I get the following error message

checking for Gnome App libraries (GAL) >= 0.5... configure: error: Did
not find GnomeAppLib (GAL) installed

What the #$%& is that?  I can't see it in either the stable or unstable
trees on ftp.gnome.org, it's not in the 1.4 release I downloaded and it
doesn't even appear on freshmeat.net.  Anyone know where I can find it?
