It's lower level than those.  This makes it faster, but you can't use a 
query/DDL language to manipulate its databases (well, not easily; it could 
be done if someone really wanted to) and it's not client/server.  For 
something like RPM this is good because you *really* don't want to have to 
fire up a database server to install a system.
