What makes a GNOME app?

I remember reading a document, some time ago, that detailed the features
that an application must have in order to conform to Gnome standards (eg
every GUI must have a Help menu with an associated About box and a File
menu with an Exit label). I had a good look around the Gnome developer
site and couldn't find this document - can anyone supply a URL?
