Could that time be expressed in GMT, UTC or whatever name you want to
use for "base time"? I guess most people can calculate based on that
reference, but not in other places time, specially cos UTC does not
change, while some time zones have two values (winter and summer) but
I dunno if all the world follow that rule and if so, in they change
the same day.
