What is the status of Gnome's MIME types handling?

MIME type handling has *never* worked properly for me. :-(

I can edit the icon and action in Control Center. 
It even writes entries in ~/.gnome/user.keys.
But the icon setting is then ignored!

If I remove the [en_UK] prefix from the entries in user.keys, it
works (briefly) until Control Center overwrites the changes and
puts the prefix back.

Is this a known bug? If not, I'll file it, 'cos it's sure been around
for a while...

Just out of interest, why is the locale stored in user.keys anyway?
