tasklist issues

I'm curious, why does the tasklist not display an application's icon,
or the correct title for the application?  Compare the Gnome tasklist
with the behaviour of KDE's or other window manager's method of
iconification.  There is not an icon for the application, and the
title isn't the icon title.  This doesn't seem to be standard or
proper behaviour.
