Just for the record gdkpixbuf is moving into Gtk+ - In fact the process 
has already started on CVS HEAD.

Secondly - libart /may/ be taken out of gnome-libs. I'm not sure though - 
so you may have to ask raph. libart is a very generic infra-structure 
that is used within GNOME

You can easily provide a patch to gtkhtml with a --without-gnome option 
that would remove the GNOME dependency (i.e. stop using libart and don't 
build the capplet)

According to one of the GIMP developers. GNOME libraries will be used if 
it is appropriate. They will only add dependencies where it makes sense - 
They will not add dependencies just because 'its there'
