request for a feature for panel

I don't know about you all.  But one of the most annoying things about teh
applets is given a desktop witch many panels; it's hard to predict which
panel it will decide to attach itself to.  It's generally the one I don't
want it on.  For instance, some applets will attach itself to the menu
panel.

What I propose is a gravity system.  Each panel has a certain level of
gravity (ie attraction / replusion).  In each panel you can set the level
of attraction or replusion on some scale.  This way you can strongly
suggest which panel you want.

This shouldn't be hard to implement but will require some thought before
actually writing it as it can be easy to mess it up.
