options when logging out from Gnome - where's the reboot gone to?

Hello.
I'm using RedHat 6.1 and Gnome. I'm not sure what I did, but it used to be
that when I would logout from my user accounts I was presented with the
option of halting or rebooting, but now I only have the option of logging
out.
My root account still has these options. How can I get these back for
my user accounts?
