Gnome and win32?

I read in the latest Linux Journal where Miguel said (I think...) that
since glib/gtk was cross platform, Gnome was, too - that you could cross
compile easily under Win32.

I'm writing a gradebook program that I'd like the Windows users to be
able to use, as well, and I had been staying away from Gnome-ifying it,
so that Win32 compilation wouldn't be a problem.

Is any of Gnome really portable to Win32?  (Keep in mind that I'm a C
dummy for the most part.)  :)
