The configure script is does some checks to see what languages it should
install, and it checks LINGUAS envvar to find out. If that is set it only
installs that language, otherwise it defaults to ALL_LINGUAS. If your LINGUAS
envvar is set to something that doesn't have a lanugage it breaks I think.
