No.  This would require Gnome to have a sort of universal config tool that
offered all possible config options for all possible WMs.  This was
discussed on the WM spec list.

IMHO, the best way to do this is the Sawmill way.  Sawmill provides a
Gnome capplet for its configuration so that the WM can be configured
using the ccontrol-center.   All that we need now is a hack to
control-center such that a WM's capplet is only visible in the control
center when that WM is active.  See, the Gnome UI improvement project,
IIRC.

Several WM authors on the wm-spec list objected strongly to using Corba,
for various reasons.

A lot of what you have said was argued at great length on the wm-spec
list, so you might like to take a read through the archives.
