Drop down text help question

Sorry, forgot one other thing:

When i move my mouse over any part of a window border (i'm using gnome & 
enlightment), a text window pops up that says "Hold Left mouse button and 
drag to move this window...".

Is there a way  to disable these text windows from popping up? I find them 
really annoying.  I looked in control center under Applications & Dialogs, 
but nothing i changed in both of those seemed to change this function.
