Yes. It's called the Task List. 
Right click on the panel, then Panel->add to Panel->applet->utility->Task List.
This shows the running application in icon form on the panel. There's also one
called DeskGuide, which shows your workspaces in icon form. If you click on the
arrow on the left border of the Desk Guide it gives you a list that is closer to
Windoze tasklist.
