what's this small bar at the top?

Hi,

I am just giving sawfish a try. Dont know if i am allowed to 
ask a question on *this* list but since sawfish seems to be default 
in gnome-helix here it goes..

If you look at the screenshot of sawfish at

i was wondering where this small horizontal controlbar on the top
comes from (the one which says Programs Favourites Settings Desktop etc).
