The only time I've seen this with any consistency is when I've run
RealPlayer.  From my own observations I am guessing that there may be
some collision between the RealPlayer and a sound driver (or esd).  In
my case, minimizing a RealPlayer window will nearly always render the
panel inoperable, although other windows in the current
viewport/workspace will still function normally.  When this happens, I
usually get out of it by killing the X-server (Ctl-Alt-Bksp), which is
probably overkill.

Do any of the applets you have mentioned above generate any sound
events?  If so, you could try disabling window manager sounds to see if
this problem goes away.  This would at least verify that we are on the
right track.
