You have a couple options.  If you really want RPM's (for example you have
a really slow or expensive net connection), try looking at the
announcements that are made on Gnotices, linked from
www.gnome.org.  Typically after the release is announced, somebody makes
RPM's and posts their location on the discussion list there.  

Or, you can just grab the sources from
ftp://ftp.gnome.org/pub/GNOME/unstable/sources/gnome-core/
and rebuild them yourself.  To do this, just run "rpm -ta
gnome-core-1.1.6.tar.gz" as root. If the tarball has a reasonably
up-to-date spec file in it, which these typically do, then it will unpack
the tarball, build the SRPM, and then compile it for your
architecture.  For example, if you are on redhat and using i386, then you
will get an RPM: /usr/src/redhat/RPMS/i386/gnome-core-1.1.6-1.i386.rpm
which you can install and share with your friends.

BTW: Sometimes you have to do "unset LC_ALL LINGUAS" before issuing the
rpm command above.
