This header file is part of glibc-devel on my system.

It doesn't seem to have a .spec file in, most likely because you need to
read the more-complex-than-installing-a-.rpm installation instructions.

These two are suffering from slightly incorrect Makefile.am's that
affected the 'make dist'. I've fixed the .spec files and repacked those
two tarballs.
