Debian menu only under KDE menu

I have both Debian and KDE entries in my main foot menu. This is on
a Debian system so I was a little surprised to see the Debian
section emty. I was much more surprised to find a populated Debian
menu under the KDE section. Can this be a local problem? I had
noticed this ages ago and forgotten about it and in all that time
no-one's mentioned it.
