Why the control keys?

I understand the need for standardized shortcut keys across applications and
how Gnome can make that happen.  Why, though, does it abandon the long-lived
unix standard of meta or alt in preference of control, to emulate the use of
Windows machines?  Can we still count on button 2 pasting??
