panel mutability

Hello,

My panel does not do what I expect:  after I add some applets and
other launchers to the panel, what do I need to do so as to save the
panel configuration?  

Strangely, sometimes when starting gnome, the panel shows up with the
launchers I placed on it, but about every other time I start gnome,
the panel starts with its default set of launchers.

I was not able to find anything on this in the documents.
