I have also been having this problem. Here is how I've gotten around it:
After running ./autogen.sh, but before running make, I checkout the intl
module from cvs, and then copy or link the contents of the intl directory to
gnome-libs\intl.
I'm sure there's a better way of fixing this, but I haven't found it yet :)
