I have also experienced this problem. I am running Slackware Linux 2.0.36.
I compiled gnome-libs and gnome-core from CVS on 1/5/98, and experienced the
problem. It also happened with gnome-libs/core 0.99.1 and 0.99.2. I also
have ORBIT 0.3.91.
I run the following applets in my panel:
Clock
Gnome Pager
Modem Lights
CPU Load
When the problem happens I get multiple overlapping panels. One panel might
have five instances of the clock. Another might be filled with CPU load
applets. Yet another has only the foot menu and launcher icons, and other
variations of this. Usually if I close each panel by selecting 'log out',
and then restart the panel, only one panel will launch, with just a foot
menu and launcher icons, but no applets.
If there is any other pertinent information I can provide, please let me
know.

that's the same problem ...
hmmmm .... can you tell us what system you're running, what versions of
gnome
and other libs, etc? ....
