Two reasons:
  1) libc5 is more stable and predictable (less of an issue now, but a big
     issue around RedHat 5.1 time)

  2) Some distributions (Caldera OpenLinux comes to mind) refuse to
     include software labelled as "beta".  Since libc6 is still officially
     labeled as beta, they don't ship it, so people who want to support
     Caldera need to keep libc5 in mind

  3) Many people are running older installations of Linux (often older
     Slackwares), and they don't want to mess with the core system
     (kernel, libc, etc.) since it works well, and does everything they
     need it to do.  These people are often running libc5 as well.

So I can't count :-)
