Raster, in order for novice users to use it, it must be intuitive.  :) 
Seriously, do you really think that greying out an entire page of
options is more intuitive than simply displaying the checkbox on the
same page as the background options?

Now making the whole page disappear if it is diabled in SpecialFX might
actually make more sense.  The reason that it would make more sense is
simple.  This way the novice user is only presented with a single
background settings page (YAY!), and the weirdo (maybe me) can still
have enlightenment override Gnome's bg settin'.
