gnome-network-0.99.7 missing .spec file

This morning, I tried building gnome-network-0.99.7 as an RPM from
the tarball, and found that there is no .spec file.  I can see it in
CVS, though.

(I know, I can therefore 'cvs get' it, rebuild the tarball, and build
the RPM.  But this should be fixed the next time a tarball is released.)

P.S.: Is this type of problem with a released tarball worth submitting
to bugs.gnome.org?
