gettext not found: -lintl missing

HP-UX 10.20
control-center 0.99.5
gettext installed, I only need to add -lintl by hand and everything
works.

In the Makefile 
  LIBINTL = 
Which might have something to do with it.

Tail from config.cache:

PS: in control-center I had to add -lgnorba -lORBit -lIIOP in order to
link gnomecc (besides -lintl, that is). Might provide a clue. I don't
have any :-(

Installing afterwards gives no problems (then again, we're talking
executables, not libraries, so it shouldn't be, not even on HP-UX :-(
